A Clear Company Baseline
Safety is shared by supervisors, workers, subcontractors, and trade partners. Schedule or production pressure never justifies proceeding with an uncontrolled hazard.
Assign Clear Responsibility
Identify the people responsible for supervision, trade coordination, required competent- or qualified-person decisions, and corrective action.
Control Changing Conditions
Reassess when conditions, scope, sequence, equipment, or access differ from the plan.
Communicate Before Restart
Work resumes only after the condition is reviewed, controls are in place, and affected people understand the revised plan.
Stop-Work Authority
Raise the Concern. Pause the Task. Correct the Condition.
Every worker, supervisor, and trade partner involved in Mocka-controlled work has stop-work authority when a condition appears unsafe or uncontrolled, a planned control is missing, the work or conditions differ materially from the plan, or the person assigned to perform the task lacks the required training or authorization. The person calling the stop should move to a safe location, warn anyone at immediate risk, and notify the responsible supervisor. Work may resume only after the condition has been reviewed, the required controls are in place, affected people understand the revised plan, and the responsible supervisor - and any required competent, qualified, or authorized person - has accepted the condition within that person's authority.
Field Expectations

The manual establishes company-level expectations. The project, work, and jurisdiction determine the specific plans, people, training, permits, and controls required.
Project-Specific Review
A project-specific plan or job hazard analysis is used when required by the work, contract, or applicable law.
Training + Authorization
Assign work to people with the required training, experience, qualification, and authorization for the task.
Access + Public Protection
Maintain orderly work areas, controlled access, housekeeping, and appropriate protection for occupants and the public.
Subcontractor Coordination
Each employer remains responsible for its people, legal duties, suitable equipment, documentation, and task-specific controls.
Public-Use Limitation
Company Expectations Do Not Replace Project Requirements.
The public manual states Mocka's company-level safety and work-practice expectations. It does not replace applicable law, contract requirements, project-specific safety plans, emergency procedures, permits, competent- or qualified-person determinations, required training, or task hazard analyses. Each employer remains responsible for its people and legal duties. Project leaders must identify and apply the federal, state-plan, local, owner, manufacturer, and contract requirements that govern the actual work.
